U.S. Departments of Justice and Education Release Joint Guidance to Help Schools Ensure the Civil Rights of Transgender Students

The federal government has involved itself in the battle over transgender bathroom bill. Public schools must allow transgender students to use the bathroom or locker room that corresponds to their gender identity the Departments of Justice and Education said on Friday. Citing Title IX regulations prohibiting sex discrimination in federally funded schools, the joint letter stated government funds may be withheld from schools that force transgender people to use a bathroom other than the gender they choose. States, such as Texas and Arkansas do not plan to adhere to the directives arguing they infringe on states' rights. The letter issues y the Department of Justice Department f Public Affairs follows in its entirety.

The U.S. Departments of Justice and Education released joint guidance today to help provide educators the information they need to ensure that all students, including transgender students, can attend school in an environment free from discrimination based on sex.
Recently, questions have arisen from school districts, colleges and universities, and others about transgender students and how to best ensure these students, and non-transgender students, can all enjoy a safe and discrimination-free environment.
Under Title IX of the Education Amendments of 1972, schools receiving federal money may not discriminate based on a student’s sex, including a student’s transgender status.  The guidance makes clear that both federal agencies treat a student’s gender identity as the student’s sex for purposes of enforcing Title IX.
“There is no room in our schools for discrimination of any kind, including discrimination against transgender students on the basis of their sex,” said Attorney General Loretta E. Lynch.  “This guidance gives administrators, teachers and parents the tools they need to protect transgender students from peer harassment and to identify and address unjust school policies.  I look forward to continuing our work with the Department of Education – and with schools across the country – to create classroom environments that are safe, nurturing, and inclusive for all of our young people.”
“No student should ever have to go through the experience of feeling unwelcome at school or on a college campus,” said U.S. Secretary of Education John B. King Jr.  “This guidance further clarifies what we’ve said repeatedly – that gender identity is protected under Title IX.  Educators want to do the right thing for students, and many have reached out to us for guidance on how to follow the law.  We must ensure that our young people know that whoever they are or wherever they come from, they have the opportunity to get a great education in an environment free from discrimination, harassment and violence.”
“Every child deserves to attend school in a safe, supportive environment that allows them to thrive and grow.  And we know that teachers and administrators care deeply about all of their students and want them to succeed in school and life,” said Principal Deputy Assistant Attorney General Vanita Gupta, head of the Justice Department’s Civil Rights Division.  “Our guidance sends a clear message to transgender students across the country: here in America, you are safe, you are protected and you belong – just as you are.  We look forward to working with school officials to make the promise of equal opportunity a reality for all of our children.”
“Our federal civil rights law guarantees all students, including transgender students, the opportunity to participate equally in school programs and activities without sex discrimination as a core civil right,” said Department of Education Assistant Secretary for Civil Rights Catherine E. Lhamon.  “This guidance answers questions schools have been asking, with a goal to ensure that all students are treated equally consistent with their gender identity.  We look forward to continuing to work with schools and school communities to satisfy Congress’ promise of equality for all.”
The guidance explains that when students or their parents, as appropriate, notify a school that a student is transgender, the school must treat the student consistent with the student’s gender identity.  A school may not require transgender students to have a medical diagnosis, undergo any medical treatment, or produce a birth certificate or other identification document before treating them consistent with their gender identity.
The guidance also explains schools’ obligations to:
  • Respond promptly and effectively to sex-based harassment of all students, including harassment based on a student’s actual or perceived gender identity, transgender status or gender transition;
  • Treat students consistent with their gender identity even if their school records or identification documents indicate a different sex;
  • Allow students to participate in sex-segregated activities and access sex-segregated facilities consistent with their gender identity; and
  • Protect students’ privacy related to their transgender status under Title IX and the Family Educational Rights and Privacy Act.
At the same time, the guidance makes clear that schools can provide additional privacy options to any student for any reason.  The guidance does not require any student to use shared bathrooms or changing spaces, when, for example, there are other appropriate options available; and schools can also take steps to increase privacy within shared facilities.
In addition to the departments’ joint Title IX guidance, the Department of Education’s Office of Elementary and Secondary Education also released Examples of Policies and Emerging Practices for Supporting Transgender Students, a compilation of policies and practices that schools across the country are already using to support transgender students.  The document shares some common questions on topics such as school records, privacy and terminology, and then explains how some state and school district policies have answered these questions, which may be useful for other states and school districts that are considering these issues.  In this document, the Department of Education does not endorse any particular policy, but offers examples from actual policies to help educators develop policies and practices for their own schools.
Many parents, schools and districts have raised questions about this area of civil rights law.  Together, these documents will help navigate what may be a new terrain for some.

Fowler has lived a life that truly reflects his music—troubled to some, enviable to many and yet remarkable to most anyone who hears the soft-spoken Atlanta, Ga. native recount it. Living a rock-n-roll lifestyle eventually caused Fowler to hit rock bottom. After being kicked out of a drug dealer’s house in downtown Atlanta, he found himself homeless.  Fowler had lost his relationships with all of his family and was alone.  Here he cried out to God, “whoever you are or whatever you are I need you.”  Shortly after this revelation, Fowler checked into a rehab house in Athens, Ga. where God began to put back together all these broken pieces in his life.  With over 10 years of sobriety, Fowler is still involved in his local Celebrate Recovery.

Winter 1982 release "Worry"

Winter 1982 are Phil Barber (vocals, guitar) and Luke Phillips (piano, bass) from Birmingham, England. Trampled by their increasingly grey and relentless nine to five existence, they wanted to make music that spoke about their existence, sometimes beautiful, other times desperate and depressing, both knew their experiences could be drawn upon to create haunting alternative folk.

Phil says "I have always written music, making little acoustic songs and recording them, very roughly. We are a duo so once I have something I like I send it to Luke. If he likes it too we work on it together, building in piano, bass, drums etc. We like songs....or maybe are just compelled to write songs....about life, love, hurt, doubt, mistrust. Basically what it is to be flawed human beings fumbling through life. I think everyone is continuously falling in and out of love, feeling great, hurt, happy, depressed, haunted and we are all trying to deal with that - sometimes privately -  the songs tend to be about those very human experiences. I've always loved soulful music that can be as dark as it is beautiful."

The Trump Ryan talk starts the healing process in the fractured GOP

Appearing to work out their years of differences, Donald Trump and House Paul Ryan have met and both men say they are fully committed to working together. The focus of their meeting was to discuss unifying the Republican party following one of the most divisive primaries to date, said Ryan. However, the Speaker of the House said he is not endorsing Trump.

Ryan said in a press conference after the meeting, "It is very important that we don't fake unify, that we don't pretend unify so that we are full strength in the fall."


The United States cannot afford another four years of the Obama White House, which is what Hillary Clinton represents. That is why it’s critical that Republicans unite around our shared principles, advance a conservative agenda, and do all we can to win this fall. With that focus, we had a great conversation this morning. While we were honest about our few differences, we recognize that there are also many important areas of common ground. We will be having additional discussions, but remain confident there’s a great opportunity to unify our party and win this fall, and we are totally committed to working together to achieve that goal. We are extremely proud of the fact that many millions of new voters have entered the primary system, far more than ever before in the Republican Party's history. This was our first meeting, but it was a very positive step toward unification.

Pro-Gun Bill Restores Gun Rights for Veterans & Seniors

Sen. Rand Paul’s new bill seeks to curb Obama’s abuses of power on gun control.
Fredericksburg, Va. - The National Association for Gun Rights is proud to announce its support for the pro-gun “Protecting Gun Rights and Due Process Act” introduced by U.S. Senator Rand Paul last week. 

“Senator Paul’s new bill is the only one in Congress that would block -- not expand -- the loopholes that have allowed President Obama to categorically strip Second Amendment rights from thousands of law-abiding veterans, senior citizens, and other gun owners without due process,” stated NAGR President Dudley Brown. 

The nation’s fastest-growing gun rights group, of which Senator Paul is a member, represents 4 million gun owners across the country.

If passed, Sen. Paul’s bill would put an end to the Obama administration’s "unconstitutional" practice of denying gun rights to veterans, which to date has resulted in nearly 200,000 heroes losing their Second Amendment rights. 

The bill would also block the President’s recent executive action aimed at stripping 4.2 million senior citizens of their right to bear arms.

The bill goes one step further by blocking states and agencies from submitting individual records to the federal NICS “no-guns” database without due process in an actual court of law, complete with the right to council and a hearing. 

It would also restore gun rights to veterans, seniors, and others who have been denied their gun rights without ever getting their day in court in the first place. 

“Simply put, this bill protects the constitutionally-guaranteed right to due process for gun owners by providing that no individual or group of individuals can become “prohibited persons” and lose their gun rights by the President’s executive fiat,” stated Brown, “Senator Paul has once again demonstrated that he’s Washington’s leading advocate for gun owners.”

Wendy Raquel Robinson Pays Tribute to the Iconic Musical Artist, PRINCE

LOS ANGELES, CA (May 11, 2016) -- Wendy Raquel Robinson and her Amazing Grace Conservatory (AGC) will hit the stage in their spring production of "Goodbye Birdie!,"based on the 1963 American musical comedy film, "Bye Bye, Birdie" from Columbia Pictures starring Ann Margaret, Dick Van Dyke and Janet Leigh. The story was centered around the phenomenon of popular singer (a la Elvis Presley) being drafted into the United States Army in 1957. Don't miss the finger-popping, knee-slapping excitement of this original spin of a classic hit for the entire family. Performances of "Goodbye Birdie!" will be held at The Nate Holden Performing Arts Center, 4718 West Washington Boulevard, Los Angeles, CA 90016, on Saturday, May 14th at 7:30 PM and Sunday, May 15th, 2016 at 7:00 PM.

AGC's colorful, high-energy musical will be set in the early 1990's centered around a popular rock star, Conrad Birdie, who receives an Army draft notice that upsets his fans across the nation. Albert Peterson, music executive/songwriter schemes with his secretary and long-suffering girlfriend, Rosie Alvarez, to have Birdie sing a song Albert will write, but Birdie's recruitment puts a halt to the plan. Rosie, however, convinces Arsenio Hall to have Birdie sing a song Albert will write called, "Kiss", and then kiss a randomly chosen high school girl, Kim McAfee goodbye before going off to the Army.

Ms. Robinson states"In choosing to present this year's musical and feature the music of Prince, we had no idea of how spiritually and relevant it would be after his sudden and devastating passing. The students have been rehearsing and learning the iconic music from seven-time Grammy Award winner, Prince for months. His life, love for children, education and music has sparked a movement with our students that has taken our production of 'Goodbye Birdie!' to another level. Needless to say we are saddened by his tragic passing, but we are humbled and honored by this divine coincidence. We look forward to paying homage to a musical genius that has left an indelible impact on the world and this new generation of youth that have fallen in love with his music and message."

Come expecting an evening of toe-tapping music, amazing dancing, and witty humor. Soul music legend Candi Staton is celebrating the 40th anniversary of her biggest U.S.A. radio hit “Young Hearts Run Free” with a  United Kingdom concert tour that kicks off  June 7th at The Sugar Club in Dublin and ends on June 18th at Old Granada Studios in Manchester. The song reached No. 1 on the US  R&B Singles chart , No. 20 on the US Pop chart and No. 2 on the UK Pop chart in the spring of 1976.  “This tour will be a lot of fun, I’ll be singing songs from throughout my career but I’m going to add some songs from the Young Hearts Run Free LP that I haven’t performed in concert since the 1970s,” says Staton. Staton is busy as ever these days. She’ll release her  13th gospel album “It’s Time To Be Free” on July 22nd and her  riveting autobiography “Young Hearts Run Free” will be published by Heritage Builders on December 13, 2016. The Atlanta , GA resident recently finished a Stepper’s version of “Young Hearts Run Free” that will be included on her next R&B album. “Stepping has become a big deal, in a lot of the urban clubs” Staton says. “I wanted to do a new version of `Young Hearts’ but I wanted to make it different so we came up with this groove that we really like so we’ll release that sometime later this year.”
