James tipped police off as to his wehre about amid a manhunt that was called for nationally during an NYPD press conference. The arrest stemmed from James shooting 10 people and 16 getting injured. James, 62 was charged with a federal terrorism offense after the suspect himself called police to come get him, law enforcement officials said.
